Start up venture
KCR-J Aviation was set up in October '97 to actively pursue the starting of an Aviation Joint Venture (JV) to provide links between Korea, China and Russia (KCR). The development potential of the region is great. Indirect links to nearby Japan are key to the service development and passenger flows - hence the name of the company is KCR-J Aviation..

Access to Economic and Trade Zone (ETZ) of N. E. Asia.
The primary purpose of the Airline JV is to set-up air services to provide improved access to the Economic and Trade Zone (ETZ) of Rajin-Sonbong in the Democratic People's Republic of Korea (DPRK). The Rajin - Sonbong ETZ is part of the Tumen River Economic Development Area (TREDA). The three key aspects to the area's development are;

  • 1- tourism potential; the area has outstanding features to attract visitors e.g.fine beaches, rich seafood and outstanding beauty
  • 2- trade potential; China has no access to the sea from two of its landlocked North-East provinces
  • 3- the existing road/rail links with both China and Russia mean that travel to Rajin-Sonbong ETZ is time consuming and difficult
The Tumen River Economic Development Area (TREDA) includes:
  • Rajin-Sonbong area
  • China; the Korean Autonomous Prefecture within Jilin Province; Yanji is the capital city
  • Russia; the Primorsky region of Far-East ( Pacific Rim); Vladivostok is the capital city
    The nearest airport to Rajin is Yanji (gateway city to DPRK & 1.5 hrs. flight from Beijing) and the overland journey takes 5-6 hours ( one full day ); a helicopter flight takes just 30 minutes.

    JV Partner in the DPRK; for Passenger. Cargo and Courier.
    KCR-J Aviation is the foreign investment partner for the JV, and Air Koryo, the DPRK's National Flag Carrier, is the Korean domestic partner. The JV Contract sets forth the responsibilities for the full completion of Rajin Heliport (IATA is coordinating the equipment supply) to ensure the commencement of regular flights within the Tumen area in the Spring of 2001 using leased 24-seat helicopters. Whilst planned primarily for passenger use the JV will carry cargo and mail to add to profitability

    After a relatively small number of years of operation of the helicopter service (1-3 years) a runway is planned in Rajin-Sonbong to enable a move to 'fixed wing' service and reduce costs to ensure a profitable future for the Air Service JV company.

    Additional Projects.
    KCR-J Aviation is involved in other projects related to aviation and aerospace in NE Asia, and is working in cooperation with both private sector companies and aviation authorities.
